If the refractive index is lower on the other side of the boundary, no light passes through and all of the light is reflected back into the medium. Critical Angle

For any angle of incidence smaller than the critical angle, light will refract out of the medium, but for angles of incidence greater than the critical angle, all the light is reflected.
